    For an RPG, I think Unity Services and Photon are not what you want. They are more team and room based.

    I don't know Forge, but I think it uses uNet underneath the hood, and uNet alone is also a good option. Unity uNet and Unity Multiplayer Services are two separate things. You can use uNet for free without having to pay for Unity Multiplayer Services.

    There are probably other options too, which other people might call out.
