Audio Looking for an audio tool with some good samples and the possibility to edit them

Hey,

I'm currently working on a third person dungeon puzzler game. For the music I know a person who will create the soundtrack for it. But regarding SFX I currently have no one who can help me out here. I think I can cover a variety of SFX with an audio tool which offers some free samples. My question is: Is there a secret favorite regarding audio/SFX creating for video games?

I'm looking for an audio tool (let's say up to $150-$200) which offers some neat samples and the possibilty to edit them. Also these samples should be free to use in other projects so the usage license of these samples should be included. I don't want to get in trouble for using samples I wasn't allowed to.

Is there something you can recommend?
