When making multiplayer games with the HLAPI in Unity, can the host be just a server and not a client as well. I would prefer the dedicated server to be separate from the client for multiple purposes...

OK then, one more question, regarding the concurrent players. Does the term "supports up to 20 concurrent players" apply to a single server, or all of the servers combined?

That is only if you are letting Unity handle hosting. If you host it yourself it is not CCU based. If you ARE letting Unity host it then that number applies to total active players on the Infastructure

So if I along with a few other people host a total of say 10 servers on our own machines, up to 16 players per server, those servers can theoretically be fully populated.
