certificate installation issues with sideloading in Windows 10 1703

    Has anyone experienced an issue with the "creators" edition of Windows 10 where previously packaged UWP apps are failing to install via side-loading?

    The powershell scripts to install the Unity builds from VS 2015 fail to install the certificate required with UAC. The only workaround I have at this point is to use a local administrator account to logon, install the certificate manually, then I can logon as a user to install my Unity app.
