Solution: Instead of pulling from a local variable, i just passed the variable along with the cmd.
Just so you know, Random.Range(int,int) Never returns the max number. However, Random.Range(float,float) does.
Random.Range int doesnt return the max number, so you'd need to do Random.Range(1,3) for example. It's weird. We know.

You're using localposition which if it's parented and it's position within the parent is 0,0,0, then this would be accurate. Try using just position.
Have you searched the lights in the hierarchy? Is it possible it was baked into the scene?
