Space Time Distortion Shader request

I'm looking for source code and shader from this video

in this video, i see we can set position to animate distortion, can have multi distortion at 1 time and seems it fast enough to run on mobiles

plz, can u help me to rewrite or get me sources code, or u can sell on asset store, i will buy it. Sorry for my poor english
