Serious Networking Help Needed

I know nothing about making a multiplayer game, no clue how to start it. I've done Photon tutorials and even set up a server through Unity but I really don't understand it. All I know is it works but I'm confused on how.

What I want is a dedicated server. But I have seen NO tutorials/assets on how to moderate these. How do I set permissions for certain users to help me moderate the game? How do I even script interpersonal actions? I need people to be able to click on eachother to see information but I don't even know how that is possible? Also, I have a slow computer, I made this game on a laptop. I don't want to host a server directly from this, but I wouldn't mind paying to use another server to host. Would Raknet work? Is it any good? Please help me, I'm completely lost. ;;
