    I wonder if a programmer who can't make 3d models take everything from free websites (not stolen from other games) can he get in trouble?

    Depends on the license for the model.

    1) if its someone's copyrighted IP you can't use it period (like mario, master chief, iron man, etc) without permission from the IP holder
    2) if its original work, it depends on the license of the website/model.
