Where would I start?

    I am considering making a game that follows the life of a cop. This would include driving, routine traffic stops, shootouts, etc. Where would I start? Is unity going to work or could someone point me in the right direction? I have Mac OS 10.6.8 and it MUST be free (I don't care about console export). I know practically nothing about java script (I have used visual basic and C++).
